Why in news
On 8 October 2026 the Rural Development Ministry held a two-day national review meeting of RSETI stakeholders at Shillong, Meghalaya. The Secretary set five priorities, including better credit linkage, modern courses and digital transformation.
What it is
Rural Self Employment Training Institutes (RSETIs) are district-level institutes that give short skill training to rural youth, mainly from poor families, for self-employment and wage employment. They run on a partnership of the Ministry of Rural Development, State governments and sponsoring banks. The National Academy of RSETI (NAR) supports them.
Three-way partnership
RSETI is run jointly by the Ministry of Rural Development, State/UT Governments and sponsoring banks, with a mandate for one institute in every district.
Footprint and outcomes
There are 647 RSETIs in 634 districts since January 2009, with about 64 lakh persons trained.
Funding
The Joint Secretary described RSETI as a 100% centrally sponsored programme.
Digital integration
The Secretary wants the full RSETI lifecycle on the Kaushal Rural portal, with an AI layer to match candidates to courses and livelihoods.
Course concentration
About 65% of trainees are concentrated in a small set of courses, so the course basket is to be reviewed.

Don’t confuse with RSETI vs DDU-GKY: RSETIs are district institutes for short self-employment training backed by bank credit. DDU-GKY is a separate MoRD placement-linked skilling scheme for rural youth.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
