- Why in news
- On 6 November 2026 the Centre ordered weekly stock disclosure of rice and paddy by traders, retailers and millers. It also doubled the 2026-27 OMSS (D) rice sale target from 25 LMT to 50 LMT.
- What it is
- The Open Market Sale Scheme (Domestic) lets the Government sell central pool food grain from FCI stocks in the open market, mainly through e-auctions, to increase supply and hold down prices. Stock disclosure on the Food Stock Portal and stock limits are tools under the Essential Commodities Act, 1955 to prevent hoarding.
- OMSS (D) target
- The 2026-27 rice sale target through e-auction under OMSS (D) was raised from 25 LMT to 50 LMT.
- Stock disclosure
- Traders, wholesalers, retailers, big chain retailers and processors/millers must declare rice and paddy stocks every Friday on the Food Stock Portal, in six categories.
- Legal basis
- Unregistered entities or those violating stock limits face action under Sections 6 and 7 of the Essential Commodities Act, 1955.
- Southern States stock limits
- The Centre concurred with Andhra Pradesh, Karnataka, Kerala, Tamil Nadu and Telangana imposing stock limits on paddy and rice, valid up to 31 January 2027.
- Bharat Rice agencies
- Additional Bharat Rice is being allocated to NAFED, NCCF and Kendriya Bhandar.
Don’t confuse with OMSS (D) vs PDS: OMSS (D) sells central pool grain on the open market to private buyers to cool prices. PDS/NFSA supplies subsidised grain to eligible households.
Don’t confuse with Stock limit vs stock disclosure: Disclosure means reporting stocks on the portal. A stock limit caps the quantity that may be held.

Why it matters
- Releasing FCI rice into the market raises supply and helps check retail price rise.
- Disclosure and stock limits improve visibility of private stocks and deter hoarding.
Problems
- Stock limits and disclosure add compliance burden on small traders and may disrupt trade.
- Heavy OMSS sales can draw down central pool stocks needed for welfare schemes and buffer norms.
Way forward
- Calibrate OMSS volumes to the buffer stock position and price trends.
- Use the portal data for targeted action against hoarding, with simple compliance for small traders.
