- Why in news
- On 14 July 2026, Railway Minister Ashwini Vaishnaw announced eight more structural reforms under 'Reform Express', taking the total to 17. They cover freight, containers, construction, wagon design and skilling.
- What it is
- Reform Express is the Railway Ministry's drive to implement 52 structural reforms in 52 weeks. It aims to cut logistics costs, raise private participation and shift freight from road to rail. The latest set changes licensing, tariff structure, wagon design and contracting rules.
- Container Train Operator licence
- Four licence categories are replaced by one Pan-India CTO licence with a uniform non-refundable fee of ₹25 crore.
- Licence validity
- Permissions stay valid for twenty years and can be extended without any renewal fee, subject to successful operations.
- Contract performance security
- A 10 per cent performance security is now taken at the start of the contract, not deducted from running bills.
- Wagon design approval
- Industry can now propose wagon designs. RDSO evaluates them, and the Railway Board approves induction after safety certification.
- Rail Bhoomi
- Rail Bhoomi is a web-based platform developed by CRIS for end-to-end management of land acquisition.
Don’t confuse with RDSO vs CRIS: RDSO is the Railways' research, design and standards body that evaluates wagon designs. CRIS develops IT systems such as Rail Bhoomi.
Don’t confuse with Reform 10-17 vs earlier nine: Reforms 10-17 are the new set of eight. The earlier nine covered on-board cleaning, Gati Shakti terminals, the RailTech policy, ticket refunds and similar items.
Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.
Why it matters
- Simpler tariffs and containerisation can lower logistics costs and move non-bulk cargo from road to rail.
- Rail emits nearly 90 per cent less carbon than road, so a modal shift supports climate goals.
Problems
- Private operators and oil companies must invest in containers and wagons, and returns are uncertain.
- Terminal capacity, last-mile links and rake handling must keep pace with the shift to containers.
Way forward
- Build terminals and first and last-mile connectivity, aligned with Gati Shakti.
- Monitor results of each reform and publish freight share and cost data.
Put in your answer
Rail vs road emissions: Rail transport generates nearly 90 per cent lower carbon emissions than road transport, as claimed by the Minister.
Fertilizer share: Indian Railways handles nearly 85 per cent of fertilizer transport in the country.
Fly ash containers: Closed ISO containers for fly ash cut dust pollution and turn a waste problem into a usable resource for cement plants.

No practice question for this one; the card may still help an answer. Why: Lasting logistics reform topic, but announcements are broad with few fixed facts; a question is unlikely.
Worth revising until Prelims 2028: most news questions come within two years of the event.
