- Why in news
- On 16 September 2026, the Union Education Minister launched a six-month Certificate (Bridge) Course in Primary Teacher Education in New Delhi, run through NIOS (release dated 17 September 2026).
- What it is
- The Bridge Course in Primary Teacher Education is a six-month open and distance learning programme. It lets in-service primary teachers with a B.Ed. but no D.El.Ed. gain the certification to teach Classes I-V. It follows a Supreme Court judgment that empowered NCTE to devise such a course.
- Implementing body
- The course is run through the National Institute of Open Schooling (NIOS), on NCTE's framework.
- Target group
- In-service primary teachers with a B.Ed. appointed between 28 June 2018 and 11 August 2023, protected under NCTE's 2018 notification.
- Language of exam
- Instruction in Hindi and English; the theory exam can be written in any of the 22 Eighth Schedule languages.
Don’t confuse with D.El.Ed vs B.Ed.: D.El.Ed is the usual qualification for primary teaching (Classes I-V); B.Ed. is the usual qualification for upper levels. The bridge course links the two for specified teachers.
Don’t confuse with NIOS vs NCTE: NIOS delivers open schooling and runs the course; NCTE is the regulator that designed the framework.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Protects the jobs of teachers appointed without the D.El.Ed. by giving them a route to certification.
- Supports quality in foundational learning through child-centred, inclusive pedagogy.
Problems
- Teachers must balance study with full-time work in ODL mode.
- Digital delivery may be hard for teachers with poor connectivity.
Way forward
- Provide offline and regional-language support to cover access gaps.
- Monitor learning outcomes in classrooms after certification.

No practice question for this one; the card may still help an answer. Why: Education policy initiative with NIOS and NCTE roles; UPSC is unlikely to ask on a course launch.
