Output-Outcome Monitoring Framework (OOMF)

GS2 GovernancePrelims and Mains

In the news since 9 February 2026

Why in news
On 9 February 2026, the Minister of State for Statistics and Programme Implementation told the Rajya Sabha in a written reply how the Output-Outcome Monitoring Framework (OOMF) is used to monitor government schemes.
Coordinating body
The Development Monitoring and Evaluation Office (DMEO) of NITI Aayog coordinates with Ministries and Departments to prepare the annual OOMF for their schemes.
Outcome Budget for large schemes
The OOMF is laid in Parliament with the Union Budget each year as an Outcome Budget for schemes with an annual outlay of Rs 500 crore or more.
Smaller schemes
For schemes with an outlay below Rs 500 crore, the Ministry or Department lays the OOMF before Parliament along with its Detailed Demand for Grants.
Who tracks targets
Ministries and Departments themselves track the output and outcome targets and progress of Central Sector and Centrally Sponsored Schemes.
Use of evaluation
Ministries are guided by recommendations from evaluation study reports to strengthen the design and delivery of their schemes.

Don’t confuse with OOMF vs Outcome Budget: The OOMF is the monitoring framework with targets and indicators. The Outcome Budget is the document in which it is placed before Parliament.

Don’t confuse with DMEO vs Ministry role: DMEO under NITI Aayog coordinates preparation of the OOMF. The line Ministries set targets and track progress.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Lasting governance tool coordinated by DMEO, NITI Aayog; facts are few and UPSC rarely asks about such frameworks.

Worth revising until Prelims 2027: most news questions come within two years of the event.
