- Why in news
- On Friday (23 October 2026) the Fisheries Secretary launched the development phase of India's National Plan of Action for small-scale inland fisheries, under an FAO framework, at a Bhopal workshop.
- What it is
- The NPOA for small-scale inland fisheries is a national plan being prepared under the FAO's framework for small-scale fisheries. It aims to improve fishers' livelihoods, coordination and freshwater resource management. It covers rivers, canals, reservoirs, lakes, floodplain wetlands, tanks and cold-water systems.
- Who leads it
- The Union Department of Fisheries leads the plan, working with BOBP-IGO.
- Framework
- The plan is developed under the framework of the UN Food and Agriculture Organization.
- Coverage
- The plan covers many inland water systems, from rivers to cold-water systems.
- Production data
- India's annual fish production is 19.7 million tonnes, about three-fourths of it from inland fisheries.
- Timeline
- The plan will be finalised after stakeholder consultations and launched publicly the next month.
- FAO
- FAO is a UN specialised agency headquartered in Rome.
Don’t confuse with Inland vs marine fisheries: This plan is for inland waters such as rivers, lakes and reservoirs, not for sea fisheries.
Don’t confuse with BOBP-IGO vs FAO: BOBP-IGO is an intergovernmental body of Bay of Bengal countries that supports the work. FAO is the UN agency whose framework is used.
International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.
Why it matters
- Inland fisheries give about three-fourths of India's fish output, so a dedicated plan targets livelihoods of small-scale fishers.
- India's varied inland systems could serve as a pilot model for FAO.
Problems
- Climate change and falling water quality and oxygen levels hurt inland fisheries.
- Fishing rights, decent work, gender equality and post-harvest trade need to be addressed together.
Way forward
- Hold wide consultations with fishing communities so the plan changes livelihoods on the ground.
- Build climate resilience and stronger value chains to raise fishers' income.

No practice question for this one; the card may still help an answer. Why: Lasting fisheries policy topic under an FAO framework; still at a development phase, with few testable facts.
