- Why in news
- On 20 February 2026, NITI Aayog released a policy report on revitalizing India's apprenticeship ecosystem. Dr. Arvind Virmani and CEO B.V.R. Subrahmanyam released it.
- What it is
- This is a NITI Aayog policy report on India's apprenticeship landscape. It reviews insights and challenges, gives recommendations and compiles best practices from States, industry and abroad. It treats apprenticeships as a strategic investment in human capital and national competitiveness.
- Releasers
- Dr. Arvind Virmani, NITI Aayog Member (Skill Development, Labour & Employment), and CEO B.V.R. Subrahmanyam released the report.
- Recommendations
- The report has 20 action-oriented recommendations with an action plan that assigns responsibilities and measurable metrics.
- Five pillars
- The pillars are policy and systemic reforms, structural and regulatory strengthening, state and district interventions, industry and employer engagement, and apprentice-level support.
- Best practices
- It includes a compendium of best practices from States, industry and international experience.
- Legal basis
- Apprenticeships in India are governed by the Apprentices Act, 1961.
Don’t confuse with Apprenticeship vs internship: An apprenticeship is structured on-the-job training under a contract, legally governed by the Apprentices Act, 1961. An internship is usually short and has no such statutory framework.
Reports and indices: 14 Prelims questions since 2013; they test who publishes a report and what it measures.
Why it matters
- Apprenticeships link training to jobs and can improve youth employability.
- A common platform and benchmarking can improve accountability.
Problems
- Low MSME participation, as small firms find compliance and training costs hard.
- Weak coordination among Centre, States and industry.
Way forward
- Use District Skill Committees as nodal implementers and cluster-based consortia for MSMEs.
- Track progress with the Apprenticeship Engagement Index and the report's performance metrics.

UPSC’s own questions that come close to this issue, from our Prelims and Mains banks.
No practice question for this one; the card may still help an answer. Why: Report with a proposed Apprenticeship Engagement Index; worth reading, but reports are only 14 of 327 Prelims questions and facts are thin.
Worth revising until Prelims 2027: most news questions come within two years of the event.
