- Why in news
- On 29 July 2026, the Minister of State for Education told the Rajya Sabha about the NIPUN Bharat Mission's initiatives, funding route and enrolment in the foundational stage.
- What it is
- NIPUN Bharat Mission is a national mission of the Department of School Education & Literacy, Ministry of Education. It aims for every child to attain foundational literacy and numeracy by the end of Grade 2. It aligns with NEP 2020 and runs under the Samagra Shiksha scheme.
- Launch and goal
- Launched on 5 July 2021 so that every child attains foundational literacy and numeracy by the end of Grade 2.
- Funding route
- The mission is set up under the centrally sponsored scheme Samagra Shiksha. States submit Annual Work Plan and Budget, appraised by the Project Approval Board.
- Foundational stage
- In the 5+3+3+4 structure, the age group 3-6 years (3 years of Balvatika) is included in the school continuum for the first time, along with Grades 1 and 2.
- Vidya Pravesh
- A 3-month play-based school preparation module for Grade I, launched on 29 July 2021.
Don’t confuse with NIPUN Bharat vs Samagra Shiksha: Samagra Shiksha is the umbrella scheme for school education; NIPUN Bharat is a mission within it focused on FLN.
Don’t confuse with Jaadui Pitara vs e-Jaadui Pitara: Jaadui Pitara is the physical box of materials (2023); e-Jaadui Pitara is the mobile app and website based on it (2024).
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Strong foundational skills in early grades improve later learning outcomes.
- Including ages 3-6 in the school continuum links preschool to primary education.
Problems
- Foundational stage enrolment in government and aided schools fell from about 3.10 crore in 2022-23 to about 2.44 crore in 2025-26.
- Funds depend on conditions such as pace of expenditure and receipt of state share, which can slow releases.
Way forward
- Strengthen teacher training and monitor learning outcomes against the set targets.
- Improve state-level spending and timely release of state share.
