- Why in news
- On 26 May 2026, the Ministry of Housing & Urban Affairs held the first meeting of the newly constituted National Council for Public Works (NCPW) at Sankalp Bhawan, New Delhi.
- What it is
- The National Council for Public Works is a national-level platform under the Ministry of Housing & Urban Affairs. It brings Centre, States, urban local bodies, PSUs, academia and industry together on public works. It aims at coordination, innovation, standardisation and capacity building.
- Chair
- The Secretary, MoHUA, is the Chairman of the Council. The Union Minister and the Minister of State of MoHUA are its patrons.
- Role of CPWD
- The Council works under the aegis of MoHUA, with CPWD as the coordinating agency.
- Headquarters
- The headquarters will be at the National CPWD Academy, Ghaziabad. The Delhi office will be at India Habitat Centre.
- Centre-State link
- States will sign a Memorandum of Understanding and nominate representatives to the Council.
- Working groups
- Proposed thematic groups include technology and innovation, green construction, contract management and dispute resolution, training, research and standards, project planning, asset management and large public events.
Don’t confuse with NCPW vs CPWD: CPWD is the Centre's construction and maintenance agency. NCPW is a new coordination platform, with CPWD as its coordinating agency.
Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
Why it matters
- Gives a common platform for Centre, States and local bodies to harmonise standards and practices in public works.
- Can support adoption of green construction and new technology, aiding urban transformation.
Problems
- It is a platform formed under the Ministry, not a statutory body, so its decisions may not bind States.
- State participation depends on MoUs and voluntary nomination of representatives.
Way forward
- Sign MoUs with all States quickly and share common standards through the working groups.
- Link outputs to measurable targets for capacity building and dispute resolution.

No practice question for this one; the card may still help an answer. Why: A new national platform with a coordinating role. Few testable facts, and coordination bodies rarely draw questions (statutory bodies were 7 of 327 Prelims questions).
Worth revising until Prelims 2027: most news questions come within two years of the event.
