Don’t confuse with NCW vs State Commissions for Women: NCW is the national statutory body under the 1990 Act. State Commissions for Women are set up by state governments under their own laws.
Don’t confuse with Statutory vs constitutional body: NCW is created by an Act of Parliament. Constitutional bodies such as the National Commission for Scheduled Castes get their status from the Constitution.
Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
Why it matters
- Gives women a national forum for complaints and for review of laws affecting them.
- Links women's health and nutrition to empowerment.
Problems
- As a statutory body, NCW's recommendations are advisory and not binding.
- Its powers are limited and it depends on government for funds and appointments.
Way forward
- Strengthen NCW's powers and independence, with transparent appointments.
- Improve coordination with State Commissions and with schemes such as POSHAN Abhiyaan.
