- Why in news
- On 20 July 2026 the Department of Land Resources, with Goa's land records directorate, clarified that the NAKSHA urban land mapping pilot in Goa does not threaten existing land titles. The formal inquiry phase runs from 16 July to 14 August 2026.
- What it is
- NAKSHA (National Geospatial Knowledge-based Land Survey of Urban Habitations) is a GIS-based survey that maps urban land parcels. It runs under the Digital India Land Records Modernization Programme (DILRMP) of the Department of Land Resources. Its aim is better town planning and modern land administration in towns and cities.
- Parent programme
- NAKSHA is carried out under DILRMP, the national land records modernization programme.
- Nature of exercise
- It is a data-mapping exercise, separate from land acquisition, and not meant to raise property taxes.
- Effect on disputes
- It records parcels as they exist on the ground; disputes stay with courts and administrative bodies.
- Absent owners
- Absence of an owner during the survey visit does not endanger ownership; verification stages and public viewing windows protect them.
- Goa inquiry window
- The formal inquiry in the Goa pilot runs from 16 July to 14 August 2026 after ground-truthing.
- Administering ministry
- DILRMP is run by the Department of Land Resources, Ministry of Rural Development.
Don’t confuse with NAKSHA vs SVAMITVA: SVAMITVA maps inhabited rural (abadi) land with drones and issues property cards, under the Ministry of Panchayati Raj. NAKSHA maps urban habitations.
Don’t confuse with Survey vs acquisition: A mapping survey only records parcels. Acquisition transfers land to the State under a law and is a separate legal process.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Reliable urban parcel maps can support town planning and utility layouts.
- Clear records can cut land disputes and ease property transactions.
Problems
- Public mistrust and rumours can hamper participation, as seen in Goa.
- Absent or non-resident owners, and unresolved disputes, complicate verification.
Way forward
- Communicate clearly and use official channels with public viewing windows.
- Link survey maps with title records and keep them updated.

No practice question for this one; the card may still help an answer. Why: GIS-based urban land mapping under DILRMP is a lasting governance topic; schemes are 52 of 327 Prelims questions but this one is a pilot.
Worth revising until Prelims 2028: most news questions come within two years of the event.
