- Why in news
- On 6 June 2026 the Department of Consumer Affairs amended its 29.12.2023 SoP under the Legal Metrology framework to prescribe standard pack sizes for edible oils. Manufacturers, packers and importers get three months to comply.
- What it is
- Legal metrology is the system of rules on weights, measures and pre-packed goods, meant to protect buyers from short measure and confusing packs. The Legal Metrology (Packaged Commodities) Rules, 2011 set the declarations that pre-packed goods must carry. The Department of Consumer Affairs uses a Standard Operating Procedure to fix how net quantity and pack sizes of edible oils and fats are decided.
- Instrument amended
- The SoP of 29.12.2023 on net quantity and standard pack sizes of edible oils and fats was amended by the Department of Consumer Affairs.
- Exemptions
- Packs below 200 ml or 200 g stay outside standardisation, and minor edible oils are exempt.
- Coverage and timeline
- The provisions apply to domestic and imported oils, with a three-month transition period.
Don’t confuse with Legal Metrology Act vs Consumer Protection Act: The Legal Metrology Act, 2009 regulates weights, measures and packaged goods. The Consumer Protection Act, 2019 gives remedies for consumer grievances and unfair practices.
Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
Why it matters
- Fixed pack sizes make unit-price comparison across brands easier and cut the scope for misleading pack sizes.
- Uniform packaging eases compliance and supports fair competition among makers and importers.
Problems
- Producers and importers must change packaging lines and inventory within three months.
- Enforcement across many small packers and imports needs legal metrology staff and testing capacity.
Way forward
- Monitor compliance through state legal metrology departments and run consumer awareness on unit-price comparison.
- Review the exemptions for small packs and minor oils to prevent misuse.

No practice question for this one; the card may still help an answer. Why: A lasting consumer-protection rule under the Legal Metrology framework. UPSC rarely asks on pack-size rules, and the release gives few facts for a statement.
