Why in news
On 23 February 2026, the Ministry of Labour & Employment announced it will amend the guidelines of its education scheme for workers' wards. Students on its welfare scholarship can now also get a merit-based scholarship from any Central or State agency.
What it is
The Labour Welfare Scheme (Education Component) gives financial assistance for pre- and post-matric education to wards of beedi, cine, and iron, manganese, chrome ore, limestone, dolomite and mica mine workers. It is run by the Ministry of Labour & Employment. It is need-based and has no merit criterion.
Administering ministry
The scheme is run by the Ministry of Labour & Employment.
Nature of the scheme
It is need-based and sets no merit criteria.
The change
A student on the welfare scholarship may also receive a merit-based scholarship from a Central or State agency, where eligible. This departs from the earlier provision.
Beneficiaries
About one lakh students benefit each year, and the reform is expected to cover more.
Legal link
The reform is tied to the Code on Social Security, 2020, which covers social security and welfare, including education, for unorganised workers and their families.

Don’t confuse with Welfare vs merit scholarship: The Labour Ministry scheme is need-based for specified worker groups. Merit-based scholarships come from other Central or State agencies and depend on academic performance.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: A scheme guideline change linked to the Code on Social Security, 2020. Schemes draw 16% of Prelims questions, but this one has few testable facts and is minor.

Worth revising until Prelims 2027: most news questions come within two years of the event.
