- Why in news
- On 6 October 2026, the Union Cabinet approved setting up the Integrated Transport & Logistics Authority (ITLA), a Special Purpose Vehicle for transport and logistics planning, appraisal and monitoring.
- What it is
- ITLA is a Special Purpose Vehicle meant to be the apex body for integrated transport and logistics planning. It is set up to end fragmented planning across transport Ministries and agencies. It will prepare a long-term master plan, appraise large projects technically and build a national transport data repository.
- Legal form
- ITLA is set up as a Special Purpose Vehicle, approved by the Union Cabinet.
- Master plan
- It will prepare a National Transport Master Plan with a horizon of ten years or more, covering all transport modes and logistics.
- Appraisal threshold
- It does technical appraisal of Government of India projects costing Rs 500 crore or more. Financial appraisal stays with existing mechanisms.
- Monitoring
- It monitors projects above Rs 500 crore, offers a mechanism to resolve issues, and does post-implementation impact assessment.
- Data repository
- It will build the National Transport Data Repository using data such as e-way bill (GSTN), FASTag and Vahan.
- Policy role
- It will advise on review and updating of the National Logistics Policy (2022).
Don’t confuse with ITLA vs PM Gati Shakti: PM Gati Shakti is a digital platform for coordinated infrastructure planning. ITLA is a new apex body for research, technical appraisal, monitoring and data analytics on transport.
Don’t confuse with Technical vs financial appraisal: ITLA does technical appraisal only. Financial appraisal stays with existing mechanisms.
Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
Why it matters
- Reduces fragmented planning across transport Ministries and promotes multimodal integration.
- Unified data and long-term planning can cut logistics costs and improve competitiveness.
- Post-implementation impact assessment improves accountability for large projects.
Problems
- Overlap or turf conflicts with Ministries, NITI Aayog and existing platforms such as Gati Shakti.
- An SPV may lack statutory powers to bind Ministries to its master plan.
- Data integration across agencies raises quality, interoperability and privacy concerns.
Way forward
- Define ITLA's powers and its link with Gati Shakti and NITI Aayog clearly.
- Make Ministries align their plans to the master plan through institutional mechanisms.
- Build strong data governance and technical capacity, and publish impact assessments.
