- Why in news
- On 15 August 2026, Union Tribal Affairs Minister Jual Oram and NITI Aayog Member R. Balasubramaniam released the National Framework and Operational Guidelines for strengthening ITDAs and ITDPs.
- What it is
- Integrated Tribal Development Agencies (ITDAs) or Projects (ITDPs) are field-level bodies that plan and deliver tribal development in areas with significant tribal population. They began under the Tribal Sub-Plan strategy of the Fifth Five Year Plan (1974-75) and are headed by a Project Officer. They channel funds and coordinate departments for tribal welfare.
- Documents released
- Two publications: a National Framework (assessment method and strategic direction) and Operational Guidelines (practical measures on restructuring, convergence, digital governance, monitoring, capacity building).
- Scoring tool
- The exercise produced the Evidence-Weighted ITDA Diagnostic Scoring Framework, which rates institutions on 15 parameters in five institutional domains.
- First common method
- For the first time States get a common assessment method; each ITDA can find its gaps and prepare a Performance Improvement Roadmap.
- Minister's recommendations
- Explore direct fund transfer to ITDAs, add technical manpower, and hold regular Governing Council meetings with PRI representatives.
- Linked schemes
- ITDAs deliver large schemes such as DAJGUA and PM-JANMAN.
Don’t confuse with ITDA vs ITDP: Both names are used for the same kind of field unit; the name varies by State. The release treats them together.
Don’t confuse with ITDA vs Tribal Research Institute: ITDAs deliver development at the field level; Tribal Research Institutes do research and documentation and support planning.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Gives a common yardstick for the field bodies that deliver tribal schemes at the last mile.
- Supports saturation of entitlements under DAJGUA and PM-JANMAN through convergence and monitoring.
Problems
- Delays in fund flow and thin technical staff limit project execution.
- Context differs widely across States, so one design may not fit all.
Way forward
- Direct fund transfer to ITDAs, regular Governing Council meetings with PRI participation.
- State-level reviews, institution-specific action plans and quarterly monitoring.

No practice question for this one; the card may still help an answer. Why: Lasting institutional topic for tribal development delivery, but this release is a framework publication with few testable facts. Schemes are 16% of news-linked Prelims questions.
Worth revising until Prelims 2028: most news questions come within two years of the event.
