- Why in news
- On 9 July 2026, Textiles Minister Giriraj Singh reviewed the conversion of Powerloom Service Centres into ITADCs and the ATUFS impact study. He also launched a KPI portal for ITADCs and a revamped Textile Commissioner website.
- What it is
- ITADCs are the former Powerloom Service Centres, renamed and repositioned as one-stop hubs for textile entrepreneurs and MSMEs. They offer skills training, testing, design, technology, credit facilitation, export promotion and market linkages. They work under the Ministry of Textiles through the Office of the Textile Commissioner.
- Origin of ITADCs
- ITADCs are the erstwhile Powerloom Service Centres, now repositioned as integrated growth hubs for the textile sector.
- Services offered
- They are meant to provide skill development, testing, design support, technology adoption, entrepreneurship development, credit facilitation, export promotion and market linkages.
- ATUFS reach
- An independent third-party impact study found 10,061 units supported with Rs 2,776 crore subsidy, leveraging over Rs 53,121 crore investment.
- ATUFS outcomes
- About 6.7 lakh benchmarked machines were installed and about 3.6 lakh direct jobs were created.
- KPI Portal
- The new KPI Portal allows real-time monitoring of ITADC performance through field-level data, benchmarking and dashboards.
Don’t confuse with ATUFS vs TUFS: ATUFS is the amended version of the older Technology Upgradation Fund Scheme (TUFS). Both give support for technology upgradation of textile units.
Don’t confuse with ITADC vs Textile Committee: ITADCs are field centres for MSME and entrepreneur support. The Textile Committee is a separate statutory body that works with them.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- One-stop centres can lower the cost of testing, design and credit for small textile units, which helps MSMEs and employment.
- ATUFS data show a multiplier effect: about Rs 19 crore private investment and about 130 direct jobs per Rs 1 crore subsidy.
Problems
- Many field bodies must coordinate (Textile Committee, export councils, research associations, states), so overlap and weak delivery are risks.
- Reported activity figures are small relative to the size of the powerloom sector, and 46% of ATUFS subsidy went to weaving alone.
Way forward
- Use the KPI portal for outcome-based monitoring and publish performance data.
- Strengthen convergence with states and industry bodies and extend services to more clusters.
Put in your answer
ATUFS multiplier: Every Rs 1 crore of subsidy mobilised nearly Rs 19 crore of private investment and about 130 direct jobs, per the impact study.
New-age fibres: ITADCs promoted commercialisation of bamboo, hemp, flax, banana and pineapple fibres.

No practice question for this one; the card may still help an answer. Why: Powerloom Service Centres were converted into ITADCs, and ATUFS data is given. Mostly a review with little to debate.
Worth revising until Prelims 2028: most news questions come within two years of the event.
