- India and Vietnam have had a Comprehensive Strategic Partnership since 2016. Vietnam is a key partner in India's Act East Policy and its Indo-Pacific vision. The new Enhanced Comprehensive Strategic Partnership is a higher tier of this relationship.

Why it matters
- Strengthens India's Act East Policy and its Indo-Pacific partnerships, with Vietnam as a key South China Sea littoral state.
- Widens cooperation across trade, digital payments, rare earths and culture.
Problems
- Trade is below potential, and India runs a trade deficit with Vietnam.
- Regional strategic sensitivities, such as the South China Sea, call for careful balancing.
Way forward
- Turn MoUs into projects with timelines and regular review.
- Expand supply-chain and critical-minerals cooperation and widen market access.

No practice question for this one; the card may still help an answer. Why: Partnership upgrade with MoUs on rare earths and payments; bilateral outcomes seldom reach questions. Taken as card from outcome list.
Worth revising until Prelims 2027: most news questions come within two years of the event.
