- Why in news
- On 4 May 2026, the Union Health Ministry launched Fire Safety Week (4–10 May) and released the National Guidelines on Fire and Life Safety in Healthcare Facilities (2026).
- What it is
- The National Guidelines on Fire and Life Safety in Healthcare Facilities (2026) are a framework issued by the Union Health Ministry for public and private hospitals. They cover governance, risk assessment, infrastructure, emergency response, training and compliance, with stricter rules for high-risk areas such as ICUs and operation theatres.
- Issuing body
- The Union Ministry of Health and Family Welfare launched the guidelines, working with States, UTs and Central Ministries.
- Areas covered
- The guidelines cover governance, risk assessment, infrastructure planning, emergency response, training, compliance and awareness.
- High-risk areas
- Updated provisions apply to ICUs, NICUs, PICUs and Operation Theatres.
- Audit reporting
- States and facilities are urged to upload fire safety audit details on the IHIP portal.
- Audit checklist
- An updated checklist was sent to States and UTs, asking public and private facilities to conduct fire and electrical safety audits.
- NDMA role
- NDMA plans five regional programmes, plus State and district initiatives, for capacity building.
Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
Why it matters
- Hospital fires endanger patients who cannot move, such as those in ICUs and NICUs. A common standard helps reduce such deaths.
Problems
- Health and fire services are State subjects, so enforcement depends on States. Old buildings, weak audits and electrical overload in hospitals make compliance hard.
Way forward
- Make audits regular and public through the IHIP portal, with self-certification backed by random inspections.
- Train hospital staff and run drills routinely, as NDMA has suggested.

No practice question for this one; the card may still help an answer. Why: New national guidelines are a lasting health-governance topic, but the release gives few testable facts. Law and body kinds are 7% of Prelims news questions; no clear Mains debate.
Worth revising until Prelims 2027: most news questions come within two years of the event.
