Question 7: Polity and Governance

Which one of the following subjects is under the Union List in the Seventh Schedule of the Constitution of India?

aRegulation of labour and safety in mines and oilfields
bAgriculture
cFisheries
dPublic health

AnswerThe answer is (a).

The Seventh Schedule divides subjects between the Union, State and Concurrent Lists. Regulation of labour and safety in mines and oilfields is Entry 55 of the Union List. Agriculture, fisheries and public health are State List subjects. A useful rule: mining safety, oilfields and anything of national or inter-State scale lie with the Union, while farming, local fisheries and public health are left to the States.

Why each option is right or wrong
  • (a) Correct: Entry 55 of the Union List.
  • (b) Agriculture is a State List subject.
  • (c) Fisheries is a State List subject; only fishing beyond territorial waters is Union.
  • (d) Public health and sanitation are State List subjects.
