- Why in news
- On 11 August 2026, the Minister of Panchayati Raj told the Lok Sabha how the e-Panchayat Mission Mode Project is being implemented through eGramSwaraj and AuditOnline, and how Panchayat staff are trained under RGSA.
- What it is
- The e-Panchayat Mission Mode Project is the Ministry of Panchayati Raj's effort to bring Panchayati Raj Institutions onto digital systems. eGramSwaraj is its portal for planning, budgeting, accounting and monitoring, and AuditOnline is its application for auditing Panchayat accounts. Training of Panchayat functionaries runs under the Rashtriya Gram Swaraj Abhiyan.
- Implementing ministry
- The e-Panchayat MMP is run by the Ministry of Panchayati Raj to digitise Panchayati Raj Institutions.
- What the two applications do
- eGramSwaraj and AuditOnline cover digital planning, budgeting, accounting, audit, asset management and monitoring of Panchayat work.
- GPDP on the portal
- Gram Panchayat Development Plans, made through participatory planning, are uploaded on eGramSwaraj.
- Integrations
- eGramSwaraj links to PFMS for payments, GeM for procurement, BHASHINI for multilingual AI services, BSNL for BharatNet monitoring and IMD for weather information.
- Training route
- Capacity building for elected representatives and functionaries is done under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA).
Don’t confuse with eGramSwaraj vs AuditOnline: eGramSwaraj handles planning, budgeting, accounting and monitoring; AuditOnline is for auditing Panchayat accounts.
Don’t confuse with e-Panchayat MMP vs RGSA: The e-Panchayat MMP builds digital systems; RGSA funds capacity building and training of Panchayat functionaries.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Digital planning, payments and audit can improve transparency and accountability in Gram Panchayats.
- Integration with PFMS, GeM and BHASHINI reduces leakages and language barriers.
Problems
- Adoption is uneven across States, with some having far fewer Panchayats onboarded or making online payments.
- Connectivity and digital skills at the village level remain limits.
Way forward
- Strengthen BharatNet connectivity and continued training of Panchayat staff.
- Track State-wise onboarding and use the data to close adoption gaps.
