- Why in news
- On 18 April 2026 the Ministry of Social Justice & Empowerment reported the 2025–26 results of the SEED scheme, run through the DWBDNC, with large rises in education, livelihood and health coverage.
- What it is
- The DWBDNC is a board under the Ministry of Social Justice & Empowerment for de-notified, nomadic and semi-nomadic communities. It was set up after the Idate Commission recommendations to carry out welfare programmes for these groups. SEED is the scheme through which it delivers education, livelihood, health and housing support.
- Education component
- ₹26.75 crore was disbursed in 2025–26, over 402.8% more than the year before.
- Education reach
- The education component reached 4,485 beneficiaries, up 714% over 2024–25.
- Health component
- 73,569 Ayushman Bharat cards were issued, a rise of over 419%.
- Parent body
- The board works under the Department of Social Justice & Empowerment, Government of India.
Don’t confuse with DNT, NT and SNT: De-notified Tribes were once listed under the colonial Criminal Tribes Acts and were de-notified in 1952. Nomadic and semi-nomadic tribes are defined by their way of life, and many are not de-notified.
Don’t confuse with DWBDNC vs National Commission for DNTs: The DWBDNC is a welfare board that implements schemes. The earlier commissions, such as the Renke and Idate commissions, were set up to study and recommend.
Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
Why it matters
- Targets groups that have long stayed outside welfare coverage and caste-based reservation lists.
- Combines education, livelihood, health and housing in one scheme.
Problems
- Many DNT members lack caste or identity documents, which blocks access to benefits.
- Percentage growth is measured against a low base, so it may overstate real progress.
Way forward
- Run document-camps to give identity and community certificates.
- Track outcomes such as school completion and SHG incomes, not only money spent.

No practice question for this one; the card may still help an answer. Why: Lasting body and scheme for denotified, nomadic and semi-nomadic communities. Schemes are 16% of news-linked Prelims questions, but this one is niche and less likely to be asked.
Worth revising until Prelims 2027: most news questions come within two years of the event.
