- Why in news
- The first meeting of the Development Council for Textile Industry (DCTI) was held on 6 October 2026 at Vigyan Bhawan, New Delhi. It was chaired by the Textiles Secretary and discussed a roadmap for an integrated textile value chain.
- What it is
- The Development Council for Textile Industry (DCTI) is an apex consultative platform of Government, industry and other stakeholders under the Ministry of Textiles. Its mandate is to advise the Government on the orderly growth and development of the textile industry. It gives industry a formal, institutional channel to Government.
- Chair
- The first meeting was chaired by the Secretary, Ministry of Textiles.
- Role
- The Council is an apex consultative body whose mandate is to advise Government on orderly growth of the textile industry.
- Participants
- Attendees included Ministry officers, industry associations, Export Promotion Councils, Research Associations, State Governments and sector experts.
- Next steps
- The Council agreed to form Working Groups/Sub Committees on priority themes and to meet at regular intervals.
- Nature of advice
- Its recommendations inform Ministry policy and programmes; the release does not describe them as binding.
Don’t confuse with Development Council vs Textiles Committee: DCTI is a consultative forum advising on industry growth. The Textiles Committee is a separate statutory body under the Ministry for quality and standards.
Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
Why it matters
- Gives textile industry a formal interface with Government, which can improve policy coordination across the value chain.
- Covers a labour-intensive sector that is a major employment generator and export earner.
Problems
- As an advisory body, its impact depends on whether the Ministry acts on its recommendations.
- Fragmented value chain and a large MSME base make consensus and implementation hard.
Way forward
- Set time-bound targets for the Working Groups and publish progress reviews.
- Include MSMEs and State Governments adequately in the Groups.

No practice question for this one; the card may still help an answer. Why: New consultative body held its first meeting. Few testable facts; statutory bodies are only 7 of 327 Prelims questions.
Worth revising until Prelims 2028: most news questions come within two years of the event.
