- Why in news
- On 28 October 2026 the Union Cabinet approved the Container Manufacturing Promotion Scheme (CMPS) with an outlay of Rs.10,000 crore up to FY 2039-40.
- What it is
- The Container Manufacturing Promotion Scheme is a central scheme announced in Union Budget 2026-27. It gives financial support to new and expanding container makers in India. It aims to build a competitive domestic container industry and reduce reliance on imported containers.
- Outlay and period
- Total budgetary outlay is Rs.10,000 crore, running up to FY 2039-40.
- Interest Subvention Assistance
- Rs.859 crore gives 3% a year interest subvention on eligible term loans for greenfield units and brownfield expansion.
- Operational Expenditure Assistance
- Rs.8,891 crore, the largest component, supports containers made to global shipping standards and sold by eligible makers, bridging the cost gap.
- Testing and certification
- Rs.150 crore supports common facilities such as dynamic longitudinal impact testing.
- Targeted capacity
- Annual domestic capacity is to rise about ten-fold, up to 7.5 lakh TEUs.
- Jobs
- About 3,000 direct and over 50,000 indirect jobs are expected.
Don’t confuse with Greenfield vs brownfield: Greenfield means a new facility built from scratch; brownfield means expansion or upgrade of an existing one.
Don’t confuse with ISA vs OEA: ISA lowers the cost of capital loans; OEA pays assistance on containers made and sold to close the running-cost gap.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Reduces dependence on imported containers and strengthens maritime and logistics supply chains.
- Supports manufacturing, jobs and ancillary industries such as specialised steel and paints, and can build an export base.
Problems
- Competing with established global producers with a large cost advantage may need sustained support.
- Support lasts long (to FY 2039-40) and needs careful monitoring to avoid dependence on subsidy.
Way forward
- Link assistance to quality standards and output so that units become competitive without subsidy.
- Ensure steel, port and logistics inputs are available at competitive cost.
