- Why in news
- On 23 May 2026 the Fisheries Ministry released a note on cold water fisheries as a pillar of the Blue Economy. It lists production, PMMSY investment and the Model Guidelines for Cold Water Fisheries Development, 2026.
- What it is
- Cold water fisheries are fish farming and capture in high-altitude, snow-fed rivers, streams, lakes and reservoirs. Main species are rainbow trout, golden mahseer and snow trout. The sector has moved from traditional stream fishing to hatcheries, raceways and recirculating aquaculture systems (RAS).
- Water conditions
- Cold-water fisheries need temperatures of 5°C to 25°C, dissolved oxygen above 6 mg/L and pH of 6.5 to 8.0.
- Species and altitude
- Rainbow trout, golden mahseer and snow trout are farmed. Trout is farmed above about 1,500 m. Mahseer suits lower elevations.
- Leading region
- Jammu & Kashmir leads trout production, with about 3,010 MT in 2024-25, supported by the Kokernag hatchery.
- PMMSY investment
- Under PMMSY in 2020-26, projects worth ₹21,963.48 crore were approved nationally. Over ₹5,638.76 crore went to cold-water states.
- Clusters and aqua parks
- Four Cold Water Fisheries Clusters are notified at Anantnag, Pithoragarh, Kullu and Kargil.
Don’t confuse with PMMSY vs PM-MKSSY: PMMSY is the main fisheries scheme (2020-26). PM-MKSSY, with a ₹6,000 crore outlay, backs aquaculture insurance, startup grants and value chain efficiency.
Don’t confuse with Blue Revolution vs PMMSY: The Blue Revolution Scheme ran 2015-20 and began scientific trout farming support. PMMSY followed from 2020.
Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.
Why it matters
- Gives livelihoods and nutrition in remote hill areas.
- Adds to the Blue Economy through eco-tourism, exports and biodiversity conservation.
Problems
- Harsh climate and high-altitude terrain raise costs and logistics needs.
- Output is small, only about 7,000 MT nationally, and needs better seed, disease control and cold chain.
Way forward
- Apply the 2026 Model Guidelines on hatchery standards, biosecurity and certification.
- Expand cluster-based production, RAS and cold chains, with cooperatives and startups.
Put in your answer
PMMSY cold-water support: Projects include 5,663 raceways, 54 trout hatcheries and 293 cold storages.
J&K trout growth: J&K trout output rose from 298 MT in 2015-16 to 3,010 MT in 2025-26.
International links: India collaborates with Norway and Iceland on hatchery management, disease control and exports.

No practice question for this one; the card may still help an answer. Why: Lasting topic on fisheries and the blue economy with usable facts, but no scheme or decision, so a question is unlikely.
Worth revising until Prelims 2027: most news questions come within two years of the event.
