Why in news
On 16 September 2026, CBIC marked 10 years of India's AEO Programme at an event in New Delhi. It launched a feedback form on the AEO portal and a commemorative publication, and outlined five ideas for the next decade.
What it is
The Authorised Economic Operator (AEO) Programme is a voluntary scheme run by CBIC under the Ministry of Finance. It certifies compliant, secure supply-chain players such as importers, exporters and logistics operators as trusted traders. Certified entities get simplified customs procedures and risk-based facilitation. It is aligned with the World Customs Organisation's SAFE Framework of Standards.
Number certified
5,967 entities are certified under the AEO Programme across T1, T2, T3 and LO categories.
Current framework
The current AEO framework was introduced through Circular No. 33/2016-Customs.
International alignment
The programme is aligned with the WCO SAFE Framework of Standards.
EMI Scheme documents
Under the EMI Scheme, documents to be uploaded fell from ten to three from 15 September 2026.
Administering body
CBIC is under the Department of Revenue, Ministry of Finance.

Don’t confuse with AEO vs EMI Scheme: AEO is the full trusted-trader certification. The EMI Scheme is an earlier step that rewards early compliance and leads to higher AEO tiers.

Don’t confuse with CBIC vs DGFT: CBIC handles customs and indirect taxes. DGFT handles foreign trade policy under the Commerce Ministry.
