What it is
Rashtriya Bal Swasthya Karyakram (RBSK) is a child health screening and early intervention programme under the National Health Mission. It was launched in 2013. It screens children from birth to 18 years for the 4Ds through Mobile Health Teams and links them to treatment.
Age coverage
The programme follows a lifecycle approach covering children from birth to 18 years.
Delivery channel
Screening is delivered by Mobile Health Teams at Anganwadi Centres and schools.
Digital features
RBSK 2.0 introduces digital health cards, real-time data systems and integrated tracking platforms.
Convergence
The guidelines bring together health, education and women and child development systems.
Launch and parent mission
RBSK was launched in 2013 under the National Health Mission.

Don’t confuse with RBSK vs RKSK: RBSK screens children from birth to 18 years for the 4Ds. Rashtriya Kishor Swasthya Karyakram (RKSK) targets adolescents aged 10-19 years with preventive and promotive health services.

Don’t confuse with RBSK vs Poshan Abhiyaan: RBSK is a health screening and referral programme. Poshan Abhiyaan is a nutrition mission of the Ministry of Women and Child Development.

Gram Panchayat Development Plan (GPDP) and People's Plan Campaign

GS2 Local governanceGS3 PlanningPrelims and Mains

Why in news
On 3 May 2026 the Ministry of Panchayati Raj announced a two-day national workshop on 4-5 May 2026 in New Delhi on preparing Panchayat Development Plans for 2026-27. The inaugural session will launch the PPC booklet, the Quality GPDP booklet and a revamped eGramSwaraj portal.
What it is
The Gram Panchayat Development Plan (GPDP) is the yearly plan a village panchayat prepares for its own area. The People's Plan Campaign is the annual drive, run by the Ministry of Panchayati Raj, to prepare these plans through participation of the gram sabha. Plans are uploaded on the eGramSwaraj portal, and they guide how Finance Commission grants to panchayats are spent.
Workshop dates and venue
A two-day national workshop on 4-5 May 2026 at the Dr. Ambedkar International Centre, New Delhi.
Launches at the workshop
The PPC booklet for 2026-27 plans, the Quality GPDP booklet and the revamped eGramSwaraj planning portal will be launched.
Ten thematic areas
State and UT teams will prepare model plans on the portal across ten themes, including PESA and Forest Rights Act compliance.
Link to Finance Commission
The 2026-27 plans are to be aligned with Sixteenth Finance Commission conditionalities.
Constitutional basis
Article 243G and the Eleventh Schedule empower panchayats to prepare plans for economic development and social justice.

Don’t confuse with GPDP vs Sabha-based planning in Article 243ZD: GPDP is the village panchayat's plan under Article 243G. Article 243ZD concerns the District Planning Committee, which consolidates panchayat and municipal plans for the district.

Don’t confuse with eGramSwaraj vs SVAMITVA: eGramSwaraj is a portal for panchayat planning, accounting and reporting. SVAMITVA is a separate scheme that maps rural property using drones.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Lasting local governance topic with eGramSwaraj and Finance Commission grants, but the release is a workshop with few testable facts; 13% of Mains questions are news-linked.

Worth revising until Prelims 2027: most news questions come within two years of the event.

Guidance Document on Diabetes Mellitus in Children

GS2 HealthPrelims and Mains

Why in news
On 3 May 2026 the Union Health Ministry released a Guidance Document on Diabetes Mellitus in Children at the National Summit on Best Practices in Public Healthcare Service Delivery. It sets a national framework for screening, treatment and follow-up.
What it is
The Guidance Document on Diabetes Mellitus in Children is a national clinical and service-delivery framework from the Health Ministry. It links community screening, district hospitals and medical colleges into one chain of care. It focuses mainly on Type 1 diabetes, which needs lifelong insulin.
Screening scope
Aims at universal screening of all children from birth to 18 years, through community and school platforms.
Free care package
Public facilities give screening, diagnosis, lifelong insulin, glucometers, test strips and follow-up free of cost.
Referral path
Suspected cases get an immediate blood glucose test, then referral to district-level facilities for confirmation and treatment.
Continuum of care
Links community screening, district hospital management and advanced care at medical colleges.
4Ts framework
Toilet, Thirsty, Tired and Thinner: warning signs of Type 1 diabetes for parents and teachers.

Don’t confuse with Type 1 vs Type 2 diabetes: Type 1 is an autoimmune condition where the body makes little or no insulin, and it usually starts in childhood. Type 2 involves insulin resistance and is linked to lifestyle and is more common in adults.

Don’t confuse with Guidance document vs statutory scheme: A guidance document sets protocols and standards for states to follow. It is not a law and does not by itself create funding or legal entitlements.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Health topic worth reading, but it is a guidance document under existing programmes with few testable facts; no matching UPSC pattern.

Worth revising until Prelims 2027: most news questions come within two years of the event.
