Drugs Rules, 1945 (Schedule K, Schedule H1)

GS2 Polity and Governance - Health regulationGS3 EconomyPrelims and Mains

Why in news
On 22 May 2026 the Union Health Ministry announced that Pregabalin has been moved from Schedule H to Schedule H1 of the Drugs Rules, 1945, by notification G.S.R. 377(E) dated 13 May 2026.
What it is
The Drugs Rules, 1945 are rules made under the Drugs and Cosmetics Act, 1940. They regulate the manufacture, sale and distribution of drugs. Schedule K lists drugs and classes of drugs exempted from certain licensing provisions, while Schedule H1 covers drugs sold only on a prescription with stricter record-keeping.
Alcohol threshold
The exemption is removed for formulations with more than 12% v/v ethyl alcohol in quantities above 30 mL.
Schedule K
Schedule K exempted items such as tinctures of cardamom, ginger and other aromatic preparations from licensing requirements.
Schedule H1
Schedule H1 mandates sale only against a Registered Medical Practitioner's prescription and stricter record-keeping.
Licensing law
Such products must now get licences under the Drugs and Cosmetics Act, 1940.
Reason
Some formulations have alcohol up to 80-90% v/v, making them prone to misuse for intoxication; some States also sent references.
Parent Act
The Drugs Rules, 1945 are framed under the Drugs and Cosmetics Act, 1940.
Notification
Pregabalin was brought under Schedule H1 by Gazette Notification G.S.R. 377(E) dated 13 May 2026.
Change in class
Pregabalin moves from the existing Schedule H to the stricter Schedule H1.
Retail record-keeping
Retailers must keep a separate register of prescriptions and sales.
Labelling
Manufacturers must show the Schedule H1 warning label prominently on packs.
Legal basis
The Drugs Rules, 1945 are framed under the Drugs and Cosmetics Act, 1940, which also supplies the penalties.

Don’t confuse with Schedule H vs Schedule H1: Schedule H drugs need a prescription; Schedule H1 adds stricter record-keeping of sales.

Don’t confuse with Schedule K vs Schedule H1: Schedule K lists exemptions from licensing; Schedule H1 imposes prescription and record controls.

Don’t confuse with Drugs Rules vs NDPS Act: Schedule H1 sits under the Drugs and Cosmetics law. It is not the same as controlled substances listed under the NDPS Act, 1985.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Scheme

PM Formalisation of Micro Food Processing Enterprises (PMFME)

GS3 Food processing and MSMEsPrelims and Mains

Why in news
On 22 May 2026, a Joint Secretary of the Ministry of Food Processing Industries briefed the media in New Delhi on PMFME's progress. The scheme has been extended till September 2026.
What it is
The PM Formalisation of Micro Food Processing Enterprises (PMFME) Scheme is a centrally sponsored scheme of the Ministry of Food Processing Industries. It supports existing micro food processing units to upgrade and formalise through credit-linked subsidy, training and common services. It also backs SHGs, FPOs and cooperatives, and follows a One District One Product (ODOP) approach.
Conclave
MoFPI is holding the PMFME Conclave on 24-25 August 2026 at India Habitat Centre, New Delhi, with over 500 stakeholders.
PMFME Bazaar
The Bazaar has exhibitors from 25 States and UTs showing ethnic and traditional food products.
MoUs
Three MoUs were signed with APEDA, ONDC and NABKISAN to strengthen market and institutional linkages for beneficiaries.
Launches
A coffee table book of 30 beneficiary success stories and the Ministry's quarterly magazine 'FoodNova' were launched.
PMFME 2.0
The Minister stressed the need for a stronger and more comprehensive PMFME 2.0.
Scheme type
PMFME is a centrally sponsored scheme launched in 2020 as part of Atmanirbhar Bharat, with a 2020-21 to 2025-26 period.
Outlay and period
Outlay of Rs 10,000 crore, approved for 2020-21 to 2024-25 and now extended till September 2026.
Subsidy for individual units
35% credit-linked subsidy for individual micro enterprises, up to Rs 10 lakh.
Seed capital
Seed capital of Rs 40,000 per SHG member engaged in food processing, for working capital and small tools.
Branding and marketing grant
50% grant for branding and marketing to groups such as FPOs, SHGs and cooperatives.

SHG members engaged in food processing get Rs 40,000 each for working capital and small tools, up to Rs 4 lakh per SHG Federation.
Common infrastructure
FPOs, SHGs, cooperatives and government agencies get a 35% credit-linked subsidy, up to Rs 3 crore, for common infrastructure. Other units and the public can use it on hire.
Branding and marketing
Groups of FPOs, SHGs, cooperatives or an SPV of micro food processing enterprises get a grant of up to 50% for branding and marketing.
Handholding by DRPs
District Resource Persons help with project reports, bank loans, training, approvals and hygiene standards. They also help with Udyam, FSSAI and GST registration.
GeM tie-up
An MoU with the Government e-Marketplace was signed on 14 November 2024 to market products of supported units.

Don’t confuse with PMFME vs PMKSY: PMFME targets micro food units, mainly unorganised. PM Kisan SAMPADA Yojana (PMKSY) funds larger food processing infrastructure such as mega food parks and cold chains.

Don’t confuse with APEDA vs NABKISAN: APEDA promotes exports of agricultural and processed foods. NABKISAN is a NABARD subsidiary that finances farmer-linked enterprises and FPOs.

Don’t confuse with Individual vs group subsidy cap: Individual units get 35% subsidy up to Rs 10 lakh. FPOs, SHGs and similar groups get 35% up to Rs 3 crore for common infrastructure.

Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.

No practice question for this one; the card may still help an answer. Why: Lasting scheme launched 2020 under Aatmanirbhar Bharat; schemes are 16% of news-linked Prelims questions, but this release gives few testable facts.

Worth revising until Prelims 2028: most news questions come within two years of the event.

Don’t confuse with HPR vs HFR: HPR is the registry of health professionals. HFR is the registry of health facilities.

Don’t confuse with ABDM vs AB PM-JAY: ABDM builds the digital health backbone. AB PM-JAY is the health insurance scheme for eligible families. The new apps serve both.

Don’t confuse with NHCX vs UHI: NHCX handles claims exchange between providers and payers. UHI connects citizens with service providers for discovery and access.

Don’t confuse with ABHA vs Ayushman Bharat PM-JAY: ABHA is a digital health ID for records. PM-JAY is a health insurance scheme for cover of hospital costs.

Don’t confuse with HFR vs HPR: HFR is the registry of health facilities. HPR is the registry of healthcare professionals.

Don’t confuse with ABHA vs HFR/HPR: ABHA is the citizen's health ID. HFR lists health facilities and HPR lists health professionals.

Don’t confuse with UHI vs NHCX: UHI is the service-discovery layer for booking and transacting with providers. NHCX is the exchange for health insurance claims.

Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.

No practice question for this one; the card may still help an answer. Why: ABDM milestone of 100 crore records linked to ABHA. Issue already on file; mostly routine data.

Worth revising until Prelims 2028: most news questions come within two years of the event.
