- Why in news
- On 14-15 May 2026, MoRD held a National Consultation on SHE-MARTs under DAY-NRLM in Bhubaneswar to finalise operational guidelines. The release was posted on 18 May 2026.
- What it is
- SHE-MART stands for Self Help Entrepreneurs-Marketing Avenues for Rural Transformation. It is a proposed network of community-owned retail and aggregation outlets run by women's collectives under DAY-NRLM. It aims to move the Mission from livelihood promotion to enterprise-led market systems.
- Full form
- SHE-MART means Self Help Entrepreneurs-Marketing Avenues for Rural Transformation.
- Origin
- The consultation was meant to operationalise a Budget 2026 announcement.
- Design principle
- SHE-MARTs are to be community-owned retail and aggregation systems led by women's collectives, not subsidy-driven institutions.
- Purpose of consultation
- It aimed to finalise operational guidelines using feedback from States and UTs.
- Lakhpati Didi target
- MoRD reiterated its aim of 3 crore additional Lakhpati Didis by 2029.
- Parent mission
- DAY-NRLM is run by the Ministry of Rural Development and is implemented through State Rural Livelihoods Missions, organising women into self-help groups.
Don’t confuse with DAY-NRLM vs DAY-NULM: DAY-NRLM is the rural livelihoods mission under MoRD. DAY-NULM is the urban one, under the housing and urban affairs ministry.
Don’t confuse with SHE-MART vs SHE-Box: SHE-MART is a rural retail and marketing initiative of DAY-NRLM. SHE-Box is a different portal for complaints of workplace sexual harassment.

Why it matters

- Supports the Lakhpati Didi goal by raising incomes of rural women producers.
Problems
- Balancing professional retail management with women-led community ownership.
- Avoiding dependence on subsidy while ensuring finance, supply chains and capacity building.
Way forward
- Finalise guidelines with phased roll-out and clear monitoring systems.
- Converge with other schemes and technology platforms for demand and market support.

No practice question for this one; the card may still help an answer. Why: Budget 2026 announcement being operationalised; guidelines still being drafted, so few firm facts for a question.
Worth revising until Prelims 2027: most news questions come within two years of the event.
