As a junior engineer in the Department of Water Supply for the past five years, my responsibilities included ensuring water quality and maintaining supply lines for regular distribution. The zone I was posted in had persistent water shortage issues, particularly exacerbated during the summer when the supply became erratic. Residents had to rely heavily on water tankers, which added to their financial burden and inconvenience. Over the years, I observed that the disruptions in water supply were not merely due to technical issues or natural scarcity. Through careful monitoring and data collection, I uncovered evidence suggesting that a cartel of tanker owners was deliberately creating an artificial shortage. This cartel would tamper with the water supply lines, causing disruptions, and then capitalise on the situation by selling water at inflated prices. The activities of this cartel were not only illegal but also highly unethical, exploiting the residents' basic need for water. With substantial evidence in hand, I decided to take action against the cartel. I met with the district Superintendent of Police (SP) and presented my findings. The SP appeared concerned and promised to initiate action against the culprits. However, two weeks passed without any noticeable action being taken. Frustrated and determined, I scheduled another meeting with the SP to understand the delay. During our meeting, the SP candidly explained the situation. He acknowledged the problem and the validity of my evidence but expressed his inability to act due to the cartel's strong political connections and influence. He feared for the safety of his men and the potential repercussions on his career if he went against such powerful interests. This revelation left me in a difficult position, as I understood the predicament but also felt a deep responsibility to address the issue for the sake of the community. (a) What are the options available to you in the above situation? (b) What will be your chosen course of action? (c) Identify the ethical issues involved in the case (d) Suggest some measures for handling cartels who prey on people's needs.

Rama, recently appointed as the chairperson of the Indian stock market regulator, has led a remarkable tenure, guiding the stock market to unprecedented success and surpassing previous records. However, amidst this period of achievement, serious allegations have emerged from a U.S.-based research and investment firm known as Hindenburg. The firm's report accuses Rama of deliberately stalling an ongoing investigation into alleged stock manipulation involving the business tycoon Sunil's firm, a probe that had been initiated over a year ago. The report further alleges that Rama's husband has investments in offshore accounts linked to Sunil's business empire and claims that Rama has issued official directives that inadvertently benefit her husband's U.S.-based firm. These allegations have resulted in a significant decline in the stock market's performance. In response, Rama has defended her actions, asserting that her husband's investments were made before she assumed the chairperson role and that she is being unfairly targeted as part of a broader attempt to tarnish her public image. Following the publication of these allegations, the market has suffered a noticeable downturn, and the government is now facing mounting pressure from opposition leaders to consider removing Rama from her position to address the concerns raised. Given the situation answer the following: a) Identify the stakeholders involved in the case. b) What options does Rama have to maintain the integrity of her office in this situation? Which option should she choose, and why? c) What are the fundamental ethical values that must be upheld by a public regulatory office? [20M]

Dr. Aanand, a professor of chemistry at ABC College, Pune, had been teaching there for over 20 years. He is known for his passion for teaching and commitment to student welfare, and is respected by both colleagues and students. His son is also a final year student in the very same college. Over the past few months, Dr. Aanand observed a significant change in the behaviour of some of his students. There was a noticeable decline in academic performance, increased absenteeism, and instances of erratic behaviour. Through confidential conversations with a few students and careful observation, he discovered that several students were using contraband drugs. Upon inspecting the student's hostel rooms he found evidence of usage of illegal drugs such as weed, marijuana etc. Determined to address the issue, Dr. Aanand conducted a discreet investigation. He found that the source of the drugs was linked to a well-organized network operating within the college. Shockingly, he discovered that Aditya, the son of the institution's representative at UGC/for college management committee, was lynchpin in this drug network. He exploited his privileged position as he was backed by his father, making it difficult for students and authorities to complain and take action against him. Bothered by this incident, Dr. Aanand quickly reported the incident to the management and Aditya's father, who advised him to leave the matter as any action taken would harm the reputation of the college. Dr. Aanand was also threatened with dire consequences for both him and his son, who is yet to start his career. a) Discuss the ethical dilemmas involved in the case. b) What are the options available to Dr. Aanand? Evaluate each of these options and choose the option he would adopt giving reasons. c) Based on the given case study mention few laws, rules and regulations related to prevention of drug abuse in India.

Nishant, a dedicated competitive exam aspirant whose father is a former state bureaucrat, had struggled for five years to clear exams without success. To secure his son's future, Nishant's father approached a senior official in the School Service Commission and offered a substantial bribe for a teaching position. Initially hesitant, Nishant eventually agreed to his father's plan, seeing it as a way to achieve his goal. When the final results were announced, Nishant secured a high rank and was selected for the job, leading to a grand celebration among family and friends. However, the joy was short-lived. The selection process, which included a Teacher Eligibility Test (TET), interviews, and personality assessments, became mired in controversy. It was revealed that the School Service Commission (SSC) issued appointment letters based on recommendations from a state-level selection test (SLST) panel, but discrepancies were found. Candidates who were not on the SLST panel received appointment letters, fueling allegations of corruption. An investigation by a committee appointed by the High Court exposed significant irregularities, such as manipulated candidate rankings and issuance of appointment letters beyond the panel's validity period. Following this, the High Court ordered a CBI inquiry, which uncovered unauthorized identification of vacancies, incorrect recommendations, and tampering with answer scripts. The CBI was tasked with further investigation by matching OMR hard disks with the SSC database, as the original OMR sheets had been destroyed. The High Court also invalidated the state government's attempt to create supernumerary posts for genuine candidates. With the corruption scandal now exposed, Nishant, who was initially selected, faces severe consequences. In the given circumstance answer the following: a) Identify the stakeholders and ethical issues involved in the case. b) If you were in Nishant's position, what ethical considerations would you have to take into account before agreeing to your father's plan? c) Propose ethical reforms and preventive measures that could be implemented to avoid similar corruption cases in public recruitment processes. Anil is an UPSC aspirant living in Rajendra Nagar, New Delhi. Rajendra Nagar is famous for being the hub for the preparation of civil services examination conducted by the UPSC. The place is abreast with aspirants preparing for the civil services examination, coaching institutes, hostels, and various paying guest facilities. Anil noticed that Rajendra Nagar was ideal not only for UPSC aspirants but also for the many business owners residing in the place. However, owing to increasing attraction of civil services examination and more students opting for coaching institutes for their preparation, Rajendra Nagar had become very crowded. Among other menaces like congested roads, high rents, sound pollution etc., Anil noticed that Rajinder Nagar was also facing a pressing problem associated with stray dogs. He had often heard his friends talking about how they had to face a pack of aggressive stray dogs while returning from the library or the metro station, late at night. Anil had often observed that a group of people tended to the stray dogs by feeding them food, providing them with blankets, etc. At one instance, Anil was surprised to see a boy bandaging a dog. Upon enquiring, Anil was told that some people near the Sindhi park had attacked the dogs with sticks and stones. Anil suddenly remembered that while returning from his evening walk, a few days back, he too had witnessed some people pelting stones at a dog. Anil was surprised to see that while one group was very hostile towards the dogs, the other group was exceedingly sympathetic. One day while studying in his room, Anil heard a commotion outside. He went out to see that a boy had been bitten by a stray dog. On further enquiring, he found that the boy was bitten by a stray dog while delivering tiffin boxes to a nearby hostel. Anil also noticed that two groups of people were arguing in loud voices. While one group was of the opinion that feeding and tending of stray dogs has attracted more dogs in the locality and aggravated the menace of stray dogs attacking people, the other group said that the dogs have become aggressive as a result of some people beating and throwing stones at stray dogs. Though Anil too had faced difficulties due to the aggressive stray dogs of Rajinder Nagar, he was at a loss of locating the reason for the problem. a) What can be the reason behind the diametrically opposite attitude of two groups of people living in the same locality? b) According to you, who and to what extent can be held responsible for the problem of stray dogs attacking people?

Rekha, one of the few female graduates in her village, got elected as the new Sarpanch of her village Bhavanipuram. The village of Bhavanipuram is located in a remote part of a backward district and is plagued by female infanticide, child marriage, and high maternal mortality. After her election, she decided to tackle these issues in every possible way and is determined to address the village's deep-rooted socio-cultural issues. However, she faces stiff resistance from the village elders, who hold significant influence in the village. They view her initiatives, such as banning child marriages, as a threat to their traditional way of life, normalised over generations. As Rekha pushes forward with her reforms, she also faces social ostracization. The community shunned her and her family, making it difficult for them to participate in social and cultural activities. Moreover, some of her family members, influenced by societal norms, did not support her initiatives, creating a challenging environment at home. Religious leaders in the village are also opposing her initiatives, viewing them as contrary to religious doctrines, complicating the situation even more. The situation is compounded by low literacy rates and high levels of poverty, especially among women. This lack of education perpetuates ignorance and superstition, making it difficult for Rekha to communicate the importance of her reforms. Many villagers prioritise immediate economic survival over long-term social reforms and view her initiatives as secondary to the pressing need for food, shelter, and employment. a) Discuss the ethical issues involved in the case. b) What are the options available with Rekha to cope up with the situation? c) What course of action would Rekha adopt to diffuse the above situation? d) Mention few of the government steps and laws made to prevent female infanticide, child marriage, and high maternal mortality in remote areas of the country.
