Women Reservation Act & disparity in population dynamics between Northern and southern states has raised concerns over Delimitation exercise due after census 2026.
Delimitation Process :-
Body · points
(1) It's defined as the process of redrawing the boundaries of the constituencies based on data of recent census (2) 84th Amendment Act, 2002 had freezed the delimitation exercise till 2026 (3) Art-80 of Indian constitution provides for - Parliament to enact a Act for Delimitation (4) The process is carried out by Delimitation commission - which is to be created by President (5) Order of the commission are final & binding and cannot be challenged in any court of law
Issues with Delimitation :-
The process have be entailed to ensure representativeness of the population, however it faces challenges like :- (1) It creates a wedge between representative democracy & Federalism (2) It creates an imbalance/inequality of representation between different states at the centre (3) The criteria for delimitation is - Population - which is a cause of concern for southern states (4) It tilts the Balance of power towards states with higher population as they capture more seats (5) states have no say in the
delimitation commission.
Measures to address the concern of Federal Units :-
(1) The Delimitation commission should consist of members from states eg :- The model of NITI Aayog or GST council can be copied (2) The criteria for delimitation should move beyond population eg :- Finance commission using multiple criteria for financial devolution (3) The states should be allowed to put forward their grievances if any
Close · a way forward
Thus, there is a need to ensure cooperation between centre and state instead of creating a centralised authority for delimitation.
