Question 52: Polity and Governance

In a multi-ethnic district where both economic competition and historical grievances frequently led to community tensions, a flashpoint has arisen with a Government decision to allocate land for a waste management facility near a tribal hamlet, sparking protests by the tribal community, which claimed that the land was sacred and critical to their cultural identity. At the same time, urban residents and local industries supported the project, citing severe solid waste challenges and health concerns due to lack of a proper disposal site. The conflict has escalated with road blockades, social media campaigns, and allegations of police excesses. As a responsible Government official, you are tasked with resolving the situation through mediation, ensuring a sustainable outcome that balances environmental needs, tribal rights, and urban public health. Consider the following statements with reference to the above :

  1. 1.A successful conflict resolution process must begin with acknowledging the cultural concerns of the protesting tribal community before discussing technical alternatives.
  2. 2.The Government should move ahead with the project without delay to address urban health concerns, which outweigh the sentiments of a small group.
  3. 3.Creating a multi-stakeholder dialogue platform — including tribal leaders, environmental experts, and municipal representatives — to build mutual understanding and help de-escalate tensions.
  4. 4.Conducting an independent Environmental and Social Impact Assessment (ESIA) and sharing findings transparently with both sides to facilitate evidence-based decision-making.

Which of the statements given above would contribute to the resolution process ?

a1, 3 and 4 only
b2, 3 and 4 only
c1 and 2 only
d1, 2, 3 and 4

AnswerUPSC’s answer is (a).

Resolution begins with acknowledging the tribal community's cultural and sacred claims, since the community will not engage with technical alternatives until its concerns are recognised (1). A multi-stakeholder dialogue with tribal leaders, experts and municipal representatives builds understanding and lowers tension (3), and an independent ESIA shared openly with both sides gives a common fact base for choosing a site (4). Statement 2 dismisses tribal rights as the sentiment of a small group, which would deepen the conflict.

  • 1. Recognising cultural concerns first builds trust.
  • 2. Ignoring tribal rights as a small group's sentiment would worsen the conflict.
  • 3. A multi-stakeholder platform builds understanding and de-escalates tension.
  • 4. A transparent independent ESIA allows evidence-based decisions.

How you could have got this

  1. If you were sure statement 2 is not correct, (b), (c) and (d) go: each of them includes 2.

What you needed to know: Ignoring tribal rights as a small group's sentiment would worsen the conflict.

Only (a) is left. You didn’t need statements 1, 3 or 4.

This follows UPSC’s provisional key; the final key could change it.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Right: acknowledgement, dialogue and a transparent ESIA together help resolution.
  • (b) Wrong: statement 2 ignores the tribal community's rights.
  • (c) Wrong: statement 2 overrides the tribal community, and it omits dialogue and the ESIA.
  • (d) Wrong: statement 2 would escalate the conflict.

Only the provisional key (27 May 2026) was found; the final key replaces it when found.
