Select the answer using the code given below :
AnswerUPSC’s answer is (c).
Statements 1 and 3 are correct. The Lok Sabha's Ethics Committee was first set up as an ad hoc committee and was later made permanent, and it cannot take up any matter that is sub judice. Statement 2 is wrong: complaints are not limited to Members, since a complaint from an outsider can reach the Committee through a Lok Sabha member, with an affidavit.
- 1. The Ethics Committee started as an ad hoc committee before becoming permanent.
- 2. Complaints are not limited to Members; outsiders can complain through a Lok Sabha member.
- 3. The Committee cannot take up a matter that is sub judice.
How you could have got this
- If you were sure statement 2 is not correct, (a), (b) and (d) go: each of them includes 2.
What you needed to know: Complaints are not limited to Members; outsiders can complain through a Lok Sabha member.
The red flag in statement 2 is “only”. In UPSC’s papers, statements with “only” were true 27% of the time (82 statements). A hint, not a rule.
Only (c) is left. You didn’t need statements 1 or 3.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) Wrong: statement 2 is incorrect, as outsiders can complain through a member.
- (b) Wrong: it accepts the incorrect statement 2 and leaves out statement 1.
- (c) Right: it began as an ad hoc committee and cannot take up sub judice matters.
- (d) Wrong: statement 2 is incorrect.
