Question 90: International Relations and Current Affairs

Consider the following statements :

  1. 1.Recently, all the countries of the United Nations have adopted the first-ever compact for international migration, the 'Global Compact for Safe, Orderly and Regular Migration (GCM)'.
  2. 2.The objectives and commitments stated in the GCM are binding on the UN member countries.
  3. 3.The GCM addresses internal migration or internally displaced people also in its objectives and commitments.

How many of the above statements are correct?

aOnly one
bOnly two
cAll three
dNone

AnswerUPSC’s answer is (d).

All three statements are wrong. The Global Compact for Safe, Orderly and Regular Migration was endorsed in December 2018, but not by all UN members: the United States, Hungary and a few others rejected it and some abstained. It is a non-binding framework, so its commitments are not binding. It deals with international migration, not internal migration or internally displaced people.

  • 1. Not all UN member States adopted the compact; some voted against or abstained.
  • 2. The compact is non-binding.
  • 3. It concerns international, not internal, migration.

How you could have got this

No shortcut here: in a “how many” question, ruling out options doesn’t help. Every statement has to be judged.

The red flag in statement 1 is “all”. In UPSC’s papers, statements with “all” were true 41% of the time (76 statements). A hint, not a rule.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Only one would need a true statement; none holds.
  • (b) Two would need two true statements; none holds.
  • (c) All three are false.
  • (d) Correct: none of the statements is correct.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
