UPSC Prelims 2022 · GS Paper I
Question 15: Polity and Governance
Which of the following is/are the exclusive power(s) of Lok Sabha ?
- 1.To ratify the declaration of Emergency
- 2.To pass a motion of no-confidence against the Council of Ministers
- 3.To impeach the President of India
Select the correct answer using the code given below :
AnswerUPSC’s answer is (b).
Only the Lok Sabha can pass a no-confidence motion against the Council of Ministers, because the Council is collectively responsible to that House alone (Article 75(3)). A proclamation of Emergency must be approved by both Houses, and impeachment of the President involves both Houses, one preferring the charge and the other investigating it. So only the no-confidence motion is exclusive to the Lok Sabha.
- 1. A proclamation of Emergency needs approval by both Houses.
- 2. The Council of Ministers is responsible only to the Lok Sabha.
- 3. Either House can bring the charge and the other investigates; both take part.
How you could have got this
- If you were sure statement 1 is not correct, (a) and (c) go: each of them includes 1.
What you needed to know: A proclamation of Emergency needs approval by both Houses.
- Then, if you were sure statement 2 is correct, (d) goes: it leaves 2 out.
What you needed to know: The Council of Ministers is responsible only to the Lok Sabha.
Only (b) is left. You didn’t need statement 3.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) Wrong. Emergency approval is not exclusive to Lok Sabha.
- (b) Correct. No-confidence lies only in the Lok Sabha.
- (c) Wrong. Both Emergency approval and impeachment involve Rajya Sabha too.
- (d) Wrong. Impeachment is not exclusive to Lok Sabha.
