Passage – 2 · as printed by UPSC
Passage beginning “In the immediate future, we will…”

Which of the following statements best reflect the rational, plausible and practical implications that can be derived from the passage given above ?

  1. 1.Too much globalization is not in the best interests of any country.
  2. 2.Modern technologies are increasingly blurring the economic borders.
  3. 3.Innovation and capital have impinged on the domain of the State.
  4. 4.Public policy of every country should focus on developing its own supply chains.
  5. 5.Geopolitics will have to reconcile to many ambiguities and uncertainties.

Select the correct answer using the code given below :

a1, 4 and 5 only
b1, 2, 3 and 4 only
c2, 3 and 5 only
d1, 2, 3, 4 and 5

AnswerUPSC’s answer is (c).

The passage says new technologies such as artificial intelligence, robotics and driverless cars are becoming commodities and raise hard questions: which country's rules govern a car, who decides, and how differing national laws affect insurance and investment, including across borders. This implies that technology blurs economic borders (2), that innovation and capital reach into what states used to control (3), and that geopolitics will face ambiguity and uncertainty (5). Nothing says globalization has gone too far (1) or that each country should build its own supply chains (4). Remember: pick implications that come from the passage's examples, not policy prescriptions.

  • 1. The passage does not say globalization has gone too far.
  • 2. Technologies that cross jurisdictions blur economic borders.
  • 3. Who decides for a car in one country, when its code and upkeep come from others, shows innovation and capital reaching into the state's domain.
  • 4. Building one's own supply chains is a policy prescription the passage never makes.
  • 5. Differing national laws and unclear authority mean geopolitics must live with ambiguity and uncertainty.

How you could have got this

  1. If you were sure statement 1 is not correct, (a), (b) and (d) go: each of them includes 1.

What you needed to know: The passage does not say globalization has gone too far.

Only (c) is left. You didn’t need statements 2, 3, 4 or 5.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) 1 and 4 are not in the passage; they are policy views, and the valid 2 and 3 are left out.
  • (b) Includes 1 and 4, neither supported by the passage, and leaves out 5.
  • (c) Right: 2, 3 and 5 follow from the passage's examples on jurisdiction, technology and uncertainty.
  • (d) Includes 1 and 4, which the passage does not support.
