UPSC Prelims 2019 · GS Paper I
Question 74: Polity and Governance
Consider the following statements :
- 1.Petroleum and Natural Gas Regulatory Board (PNGRB) is the first regulatory body set up by the Government of India.
- 2.One of the tasks of PNGRB is to ensure competitive markets for gas.
- 3.Appeals against the decisions of PNGRB go before the Appellate Tribunals for Electricity.
Which of the statements given above are correct?
AnswerUPSC’s answer is (b).
Statements 2 and 3 are correct. The Petroleum and Natural Gas Regulatory Board, set up under the PNGRB Act, 2006, regulates the refining, storage, transport and marketing of petroleum products and natural gas, and one of its tasks is to ensure competitive markets. Appeals against its decisions go to the Appellate Tribunal for Electricity. It was not the first regulator: SEBI, TRAI and electricity regulators were set up earlier.
- 1. SEBI, TRAI and others were set up before PNGRB.
- 2. Ensuring competitive markets is among PNGRB's tasks.
- 3. Appeals go to the Appellate Tribunal for Electricity.
How you could have got this
- If you were sure statement 1 is not correct, (a), (c) and (d) go: each of them includes 1.
What you needed to know: SEBI, TRAI and others were set up before PNGRB.
Only (b) is left. You didn’t need statements 2 or 3.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) Statement 1 is false: earlier regulators such as SEBI and TRAI existed.
- (b) Correct: statements 2 and 3 hold.
- (c) Statement 1 is false.
- (d) Statement 1 is false, so all three cannot be correct.
