Question 68: Environment and Ecology

Consider the following statements :

  1. 1.As per law, the Compensatory Afforestation Fund Management and Planning Authority exists at both National and State levels.
  2. 2.People’s participation is mandatory in the compensatory afforestation programmes carried out under the Compensatory Afforestation Fund Act, 2016.

Which of the statements given above is/are correct?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerUPSC’s answer is (a).

Only statement 1 is correct. The Compensatory Afforestation Fund Act, 2016 provides for a National Compensatory Afforestation Fund Management and Planning Authority and a State authority in each state and Union Territory. The Act does not make people's participation mandatory in compensatory afforestation programmes, although the money is used by forest departments for afforestation and related work.

  • 1. The Act provides for national and state authorities.
  • 2. The Act does not make people's participation mandatory.

How you could have got this

  1. If you were sure statement 1 is correct, (b) and (d) go: each of them leaves 1 out.

What you needed to know: The Act provides for national and state authorities.

  2. Then, if you were sure statement 2 is not correct, (c) goes: it includes 2.

What you needed to know: The Act does not make people's participation mandatory.

Only (a) is left. This one needs every statement.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Correct: authorities exist at the national and state levels.
  • (b) People's participation is not mandatory under the Act.
  • (c) Statement 2 is false.
  • (d) Statement 1 is true.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
