UPSC Prelims 2018 · GS Paper I
Question 12: Polity and Governance
Consider the following statements :
- 1.Aadhaar card can be used as a proof of citizenship or domicile.
- 2.Once issued, Aadhaar number cannot be deactivated or omitted by the Issuing Authority.
Which of the statements given above is/are correct ?
AnswerUPSC’s answer is (d).
Section 9 of the Aadhaar Act, 2016 says an Aadhaar number does not by itself confer any right of, or serve as proof of, citizenship or domicile. It is an identity document for residents, not a citizenship document. The Authority (UIDAI) can also deactivate or omit a number, for example when it is found to be a duplicate or was obtained by fraud, so a number is not permanent in every case. Remember: Aadhaar proves identity, not citizenship.
- 1. Section 9 of the Aadhaar Act says it is not proof of citizenship or domicile.
- 2. UIDAI can deactivate or omit a number, for example for duplicates or fraud.
How you could have got this
- If you were sure statement 1 is not correct, (a) and (c) go: each of them includes 1.

- Then, if you were sure statement 2 is not correct, (b) goes: it includes 2.

Only (d) is left. This one needs every statement.

Why each option is right or wrong
- (a) Wrong: Aadhaar is not proof of citizenship or domicile.
