Question 49: Reading Comprehension

Passage—1 · as printed by UPSC
Passage beginning “All actions to address climate change…”

With reference to the above passage, the following assumptions have been made :

  1. 1.Climate change is not a challenge for developed countries.
  2. 2.Climate change is a complex policy issue and also a development issue for many countries.
  3. 3.Ways and means of finance must be found to enable developing countries to enhance their adaptive capacity.

Which of the above assumptions is/are valid?

a1 and 2 only
b3 only
c2 and 3 only
d1, 2 and 3

AnswerUPSC’s answer is (c).

The passage says climate action costs money, funding is vital for countries like India, developing countries are hit harder because they must also finance development, and most countries see climate change as a real threat. Assumption 3 follows, since finance has to be found for adaptation. Assumption 2 follows too: it is a policy matter and a development matter. Assumption 1 is contradicted because most countries treat it as a real threat; nothing exempts developed ones.

  • 1. Most countries are said to treat climate change as a real threat.
  • 2. It is shown as a policy challenge and a development issue for countries like India.
  • 3. Funding is vital for developing countries to adapt and mitigate.

How you could have got this

  1. If you were sure statement 1 is not correct, (a) and (d) go: each of them includes 1.

What you needed to know: Most countries are said to treat climate change as a real threat.

  2. Then, if you were sure statement 2 is correct, (b) goes: it leaves 2 out.

What you needed to know: It is shown as a policy challenge and a development issue for countries like India.

Only (c) is left. You didn’t need statement 3.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Assumption 1 is contradicted, and 3 is left out.
  • (b) Leaves out assumption 2, which the passage supports.
  • (c) Correct: assumptions 2 and 3 follow from the passage.
  • (d) Assumption 1 is not valid.
