Question 67: Reading Comprehension

Passage—7 · as printed by UPSC
Passage beginning “Really I think that the poorest he…”

The above statement argues for

adistribution of wealth equally to all
brule according to the consent of the governed
crule of the poor
dexpropriation of the rich

AnswerUPSC’s answer is (b).

The speaker says everyone who is to live under a government should first agree to it by his own consent, and that even the poorest person is not bound to a government in which he has had no voice. That is the argument that legitimate rule rests on the consent of the governed. Equal distribution of wealth, rule by the poor and seizure of the rich's property are not claimed.

Why each option is right or wrong
  • (a) Equal distribution of wealth is not discussed.
  • (b) Correct: even the poorest is bound only to a government he has had a voice in choosing.
  • (c) The poorest are given a voice, not rule.
  • (d) Seizing the property of the rich is not mentioned.

Answer: UPSC’s key. Explanation: written by UPSC Grade, not by UPSC.
