dSeventh Schedule
AnswerUPSC’s answer is (b).
The ideal of a welfare state is set out in the Directive Principles of State Policy in Part IV, for example Article 38, which directs the State to promote the welfare of the people by securing a social order based on justice. The Preamble gives the broad goals, but the welfare state ideal is traced to the Directive Principles. Fundamental Rights protect individual liberties.
Why each option is right or wrong
- (a) The Preamble states general ideals; the welfare state is enshrined in the Directive Principles.
- (b) Correct: the Directive Principles embody the welfare state ideal.
- (c) Fundamental Rights protect individual freedoms and are not the source of the welfare ideal.
- (d) The Seventh Schedule divides legislative powers between the Union and States.
