Question 29: Economy and Social Development
Which of the following brings out the 'Consumer Price Index Number for Industrial Workers'?
aThe Reserve Bank of India
bThe Department of Economic Affairs
cThe Labour Bureau
dThe Department of Personnel and Training
AnswerUPSC’s answer is (c).
The Consumer Price Index for Industrial Workers (CPI-IW) is compiled and released by the Labour Bureau, an attached office of the Ministry of Labour and Employment. It is used to calculate dearness allowance for government employees and for wage settlements. Do not confuse it with the CPI or wholesale price index, which come from the Statistics Ministry and the Commerce Ministry.
Why each option is right or wrong
- (a) The RBI uses price indices for policy but does not compile the CPI-IW.
- (b) The Department of Economic Affairs does not collect consumer price data.
- (c) Correct: the Labour Bureau compiles the CPI for Industrial Workers.
- (d) The Department of Personnel and Training handles service matters; it is a user of the index, not its compiler.
