UPSC Prelims 2015 · GS Paper I
Question 27: Polity and Governance
Consider the following statements :
- 1.The Rajya Sabha has no power either to reject or to amend a Money Bill.
- 2.The Rajya Sabha cannot vote on the Demands for Grants.
- 3.The Rajya Sabha cannot discuss the Annual Financial Statement.
Which of the statements given above is/are correct?
AnswerUPSC’s answer is (b).
A Money Bill can be introduced only in the Lok Sabha. The Rajya Sabha can only make recommendations, which the Lok Sabha may ignore, and must return the bill within 14 days; it cannot reject or amend it. Demands for Grants are voted on only in the Lok Sabha. The Rajya Sabha can, however, discuss the Annual Financial Statement (Budget), so statement 3 is wrong.
- 1. It can only make recommendations, which the Lok Sabha may reject.
- 2. Demands for Grants are voted on only in the Lok Sabha.
- 3. The Rajya Sabha can discuss the Annual Financial Statement, though it does not vote on it.
How you could have got this
- If you were sure statement 2 is correct, (a) goes: it leaves 2 out.
What you needed to know: Demands for Grants are voted on only in the Lok Sabha.
- Then, if you were sure statement 3 is not correct, (c) and (d) go: each of them includes 3.
What you needed to know: The Rajya Sabha can discuss the Annual Financial Statement, though it does not vote on it.
Only (b) is left. You didn’t need statement 1.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) Incomplete: statement 2 is also correct; only the Lok Sabha votes on Demands for Grants.
- (b) Correct: the Rajya Sabha cannot reject or amend a Money Bill or vote on Demands for Grants.
- (c) Wrong: statement 3 is false, as the Rajya Sabha can discuss the Budget.
- (d) Wrong: statement 3 is false.
