Question 62: Polity and Governance

Consider the following statements :

  1. 1.The President shall make rules for the more convenient transaction of the business of the Government of India, and for the allocation among Ministers of the said business.
  2. 2.All executive actions of the Government of India shall be expressed to be taken in the name of the Prime Minister.

Which of the statements given above is/are correct?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerUPSC’s answer is (a).

Article 77(3) provides that the President shall make rules for the more convenient transaction of the business of the Government of India and for the allocation among Ministers of that business, so statement 1 is correct. Article 77(1) says all executive action of the Government of India is expressed to be taken in the name of the President, not the Prime Minister, so statement 2 is wrong.

  • 1. Article 77(3) gives the President the power to make rules of business.
  • 2. Executive action is taken in the name of the President.

How you could have got this

  1. If you were sure statement 2 is not correct, (b) and (c) go: each of them includes 2.

What you needed to know: Executive action is taken in the name of the President.

The red flag in statement 2 is “all”. In UPSC’s papers, statements with “all” were true 41% of the time (76 statements). A hint, not a rule.

  2. Then, if you were sure statement 1 is correct, (d) goes: it leaves 1 out.

What you needed to know: Article 77(3) gives the President the power to make rules of business.

Only (a) is left. This one needs every statement.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Right. Only statement 1 is correct.
  • (b) Wrong. Executive action is in the name of the President.
  • (c) Wrong. Statement 2 is false.
  • (d) Wrong. Statement 1 reproduces Article 77(3).
