Question 100: Polity and Governance
With reference to the United Nations Convention on the Rights of the Child, consider the following :
- 1.The Right to Development
- 2.The Right to Expression
- 3.The Right to Recreation
Which of the above is/are the Rights of the child ?
AnswerThe answer is (d).
The UN Convention on the Rights of the Child (1989) recognises the child's right to survival and development (Article 6), to freedom of expression (Article 13) and to rest, leisure, play and recreation (Article 31). It rests on four principles: non-discrimination, the best interests of the child, survival and development, and respect for the child's views. All three listed rights are in the treaty. Remember: child rights = survival, development, protection and participation.
- 1. The right to survival and development is in Article 6.
- 2. Freedom of expression is in Article 13.
- 3. Rest, leisure, play and recreation are in Article 31.
How you could have got this
- If you were sure statement 1 is correct, (c) goes: it leaves 1 out.
What you needed to know: The right to survival and development is in Article 6.
- Then, if you were sure statement 2 is correct, (a) and (b) go: each of them leaves 2 out.
What you needed to know: Freedom of expression is in Article 13.
Only (d) is left. You didn’t need statement 3.
This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) Leaves out expression and recreation, which are also rights.
- (b) Leaves out the right to expression.
- (c) Leaves out the right to development.
- (d) Right: all three are rights of the child.
