Which of the above pairs is/are correctly matched ?

Only pair 2 is correct. The APEC Secretariat is in Singapore. The Asian Development Bank is headquartered in Manila, the Philippines, not Tokyo. ASEAN's Secretariat is in Jakarta, Indonesia, not Bangkok. Remember the ADB-Manila and ASEAN-Jakarta pairs. Tokyo and Bangkok are common wrong guesses because both are major Asian capitals.
