Question 21: Economy and Social Development

With reference to the schemes launched by the Union Government, consider the following statements:

  1. 1.Ministry of Health and Family Welfare launched the Rashtriya Swasthya Bima Yojana.
  2. 2.Ministry of Textiles launched the Rajiv Gandhi Shilpi Swasthya Bima Yojana.

Which of the statements given above is/are correct?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerThe answer is (b).

Only statement 2 is correct. The Rashtriya Swasthya Bima Yojana, a health insurance scheme for below-poverty-line families, was launched in 2008 by the Ministry of Labour and Employment, not the Health Ministry. The Rajiv Gandhi Shilpi Swasthya Bima Yojana, health insurance for handicraft artisans, belongs to the Ministry of Textiles.

  • 1. RSBY was launched by the Ministry of Labour and Employment.
  • 2. The Rajiv Gandhi Shilpi Swasthya Bima Yojana is a Ministry of Textiles scheme for artisans.

How you could have got this

  1. If you were sure statement 1 is not correct, (a) and (c) go: each of them includes 1.

What you needed to know: RSBY was launched by the Ministry of Labour and Employment.

  2. Then, if you were sure statement 2 is correct, (d) goes: it leaves 2 out.

What you needed to know: The Rajiv Gandhi Shilpi Swasthya Bima Yojana is a Ministry of Textiles scheme for artisans.

Only (b) is left. This one needs every statement.

This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Wrong: RSBY was launched by Labour and Employment, not Health and Family Welfare.
  • (b) Right: only the Textiles Ministry claim is correct.
  • (c) Wrong: statement 1 names the wrong ministry.
  • (d) Wrong: statement 2 is correct.
