Question 101: Polity and Governance

Which of the following is/are included in the Directive Principles of State Policy?

  1. 1.Prohibition of traffic in human beings and forced labour
  2. 2.Prohibition of consumption except for medicinal purposes of intoxicating drinks and of other drugs which are injurious to health

Which of the statements given above is/are correct?

a1 only
b2 only
cBoth 1 and 2
dNeither 1 nor 2

AnswerThe answer is (b).

Statement 2 is correct. Article 47, in the Directive Principles, directs the State to bring about prohibition of the consumption, except for medicinal purposes, of intoxicating drinks and drugs injurious to health. Statement 1 describes Article 23, which prohibits traffic in human beings and forced labour; that is a Fundamental Right in Part III, not a Directive Principle.

  • 1. Prohibition of traffic in human beings and forced labour is a Fundamental Right (Article 23).
  • 2. Prohibition of intoxicating drinks and drugs is a Directive Principle (Article 47).

How you could have got this

  1. If you were sure statement 1 is not correct, (a) and (c) go: each of them includes 1.

What you needed to know: Prohibition of traffic in human beings and forced labour is a Fundamental Right (Article 23).

  2. Then, if you were sure statement 2 is correct, (d) goes: it leaves 2 out.

What you needed to know: Prohibition of intoxicating drinks and drugs is a Directive Principle (Article 47).

Only (b) is left. This one needs every statement.

This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Statement 1 is a Fundamental Right (Article 23), not a Directive Principle.
  • (b) Only statement 2 is a Directive Principle (Article 47).
  • (c) Statement 1 is not a Directive Principle, so both cannot be correct.
  • (d) Statement 2 is a Directive Principle, so neither being correct is wrong.
