Question 17: Polity and Governance
Assertion (A): In India, every State has a High Court in its territory. Reason (R): The Constitution of India provides for a High Court in each State.
AnswerThe answer is (d).
Article 214 says there shall be a High Court for each State, so the Reason is true. But Article 231 lets Parliament set up a common High Court for two or more States, and it has done so: Punjab and Haryana share one, and in 2006 the Gauhati High Court served several north-eastern States. So the Assertion, that every State has a High Court in its own territory, is false.
- A. Some States share a High Court (Punjab and Haryana).
- R. Article 214 provides for a High Court for each State.
How you could have got this
This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.
Which options go is worked out from UPSC’s key and the options, not by a model.
Why each option is right or wrong
- (a) A is false, so R cannot explain it.
- (b) A is false, not true.
- (c) A is false and R is true; this reverses them.
- (d) Correct: A is false (shared High Courts exist) and R is true (Article 214).
