Question 69: Polity and Governance

Consider the following statements :

  1. 1.The Parliament of Russia is called Federal Assembly.
  2. 2.The Council of the Federation in the Russian Parliament is the lower house
  3. 3.The name of the upper house in the Russian Parliament is State Duma.

Which of the statements given above is/are correct?

a1, 2 and 3
b1 and 2
c2 and 3
d1 only

AnswerThe answer is (d).

Russia's Parliament is the Federal Assembly, so statement 1 is right. It has two houses: the Federation Council (Council of the Federation) is the upper house and the State Duma is the lower house. Statements 2 and 3 swap the two houses and are wrong. Remember: Duma means lower house.

  • 1. Russia's Parliament is the Federal Assembly.
  • 2. The Council of the Federation is the upper house.
  • 3. The State Duma is the lower house.

How you could have got this

  1. If you were sure statement 2 is not correct, (a), (b) and (c) go: each of them includes 2.

What you needed to know: The Council of the Federation is the upper house.

Only (d) is left. You didn’t need statements 1 or 3.

This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Statements 2 and 3 swap the houses.
  • (b) Statement 2 is false: the Council of the Federation is the upper house.
  • (c) Statements 2 and 3 both swap the houses.
  • (d) Correct: only statement 1 holds.
